The party makes its way back into old town and head stowards teh bridge leading to the south shore (Merchant district) where the inn is. As you approach the bridge you see a few guards inspecting people as the cross.

Victae and Trinal will walk together as Hob and Jen. The others should spread out and go across separately. My staff is a walking stick now. Trinal puts a slight hunch in his gait, eyes slightly cast downward, looking for all the world like a common laborer.

Active blocking is in play. The only way to not interact with them would be to swim the river, but that would likely be very unpleasant and you might be noticed.
