And Junis officially changes its name to Franklandia, by order of their new leader, Frank N. Furter.
Come up to the lab.
And see what's on the slab.

I've added colored suns to show who "owns a territory". As you expand I'll move those around accordingly.

Do the rolls work like Axis and Allies where lower is better? Or like every other game in the universe where higher is better?

wait I should have offered:
Two hostile forces have moved into Frot, does either wish to vacate prior to fighting?
If yes the person staying wins, if no Jimers round 1 rolls stand and we wait for Reese to roll.

Higher. You want a 4 5 or 6 to win. So if Reese rolls above 3, I lose a unit.

After each round of rolls/kills either party can elect to retreat if they choose.

Technically it is 456 for navies, 56 for attacking armies (all units in this battle are considered attacking), 456 for defending armies(no armies in this battle qualify for that).

Reese indicated via IM he wishes to retreat after missing round one. His unit retreats to the Baxt sea. Frot goes to Frankn Furter.
Combat phase is complete.

Our units stand proud on the field of battle and salute the retreating enemy.
Playtest note: for combat, if it goes to a second round, both parties should indicate their desires to continue or retreat before a roll is made, because that could affect the decision if you see the roll- like I did above.

For money, does a capitol region count as 1 for the region and 5 for the capitol or just 5 for the whole thing?

Year 1 Phase four is tax collection. You will receive 1 gold per territory, a bonus of 5 gold per capital, a bonus of 1 gold per fort (not currently in play. This phase is also the treaty negotiation phase.
Taxes per country.
Reese AKA Jareth of Tightpantsia will receive 9 Gold.
Whitey will receive 9 gold.
Dood will receive 8 gold.
Jimer AKA Frank N Furter of Franklandia will receive 9 gold.
The phase will complete when everyone answers the questions "Are you forming an alliance? If yes with whom?"
Once we have that done we will go to the build and deploy phase which is Year 2 phase 1.
