Without Stavis (who is attending to other matters), the remainder of the Phoenix Guard make their way up the n/s road leading out of the circle you were just in. It goes towards a stoney building with re-enforced walls and is just inside the northern edge of the actual city walls. The road is uphill and the Duke's residence is at the op of the hill over looking the city and the port. The gates of the house have two guards who prevent entry.
"Who goes there?" the duller looking one of the two asks as they cross their long shafted axes preventing entry.

The less dull of the guards says "Stay here and watch them." He goes past the gate into the building. After a minute or two he returns with a young man in a scholar like ministerial like robes. He has blonde hair, thin frame, and a pronounced dignified nose.
"Greetings my name is Viggo Quell. I am apprentice to the chief minister for the Duke. I've been told that you wish to speak to him. Please follow me. I want to ask a few questions before I bring you to my master's attention." Viggo smiles and motions you to pass through the gate and into the building.
Walking in you realize this building has several levels and the lowest level is for ministerial work. He escorts you to a side room with a few benches, boxes, and barrels.
"The guard mentioned you have information regarding the marauders and wish to speak with the Duke." He takes out a quill, some parchement, and gets ready to write. "To begin, what are your names? Where do you come from, what allegiances do you have?"

While in the Inn @Stavis If you like Stavis, I can accompany you about town. Two people are a less tempting target then a solo person. And the locals are distressed and may decide to take unwarranted actions.

Stavis would have thanked Spintik for the offer but politely declined the need for someone to come with him, in part because he was certain someone hanging around while he played would put off patrons, that he has been taking care of himself for about as long as Spintick has been alive, and though not directly mentioned he had intentions of possibly visiting some of the shadier areas for information.

Relative to when you are now it happened about 100 years ago. No one named Viggo was involved in that battle as far as you know. That artifact as a reminder was Bha'alist in nature. no we never met him, we know of him from the letter we found in the crypt, it was him and Vlad was the other ruler, so it looks like this episode of as our past lives turn will deal with the Vampire cult.
