I think it's more that he can take whichever attack roll is better and apply it to both attacks, not that one arrow hit both.

Which gets to something about how AoE attacks are supposed to be done.
If you have an attack that does damage over multiple targets it is do the Damage roll first then do either target.
Example if Gobo does dragon breath vs Bob and Jack the format should be
Damage: [dice]0[/dice]
vs Bob [dice]1[/dice]
vs Jack [dice]2[/dice]

Both arrows go together as one attack. I get to make 2 attack rolls and choose the higher result and apply that higher result to both targets. So I hit both A and F with the higher result of 27. Both A and F take 14 damage and A takes an additional 4 points due to Hunters Query set in the previous round.

The arrow splits true, but if you look at the link I put it specifically says hit: 2W+Dex, so that would be on each target, not roll individually for damage on each target. It doesn't specify to roll damage individually per target, putting it in line with the method for 4e AOE damage attacks.

Also, I think the AOE note was for me- I do a lot of those and it looks like I was doing them wrong by rolling damage separately. I'll take care to do them that way from now on.
